Complaints procedures are usually no more than lip service.

"Zero Tolerance Policies" that do not apply if it is their tenants causing problems to the local residents.

A policy of endless appeasment and excuses no matter how many complaints there are. Seeing an eviction is very unlikley as it is far easier and cheaper for the landlords if they wait and hope the victims are forced to move.
